Frlic was born on 20 December 1965 in Suša nad Hotavljami. His first teacher of sculpture was Tone Logonder. From 1983 to 1988 he studied sculpture in the class of Prof Lujo Vodopivec at the Ljubljana Academy of Fine Arts. He finished his post-graduate studies under the same professor in 1996. In 1990 he received the Grohar Scholarship. Since 1991 he has worked as a freelance artist; in 1995 he pursued further studies at the Atelierhaus in Worpswede (Germany).

He has travelled extensively: in 1991 he attended the 5th International Sculpture Symposium in Changchun (China); in 1996 he was in the Middle East and in 2000 in Japan.
He has created several monuments (open-air sculptures) and several public portrait statues in Škofja Loka (including the portraits of the artists Tone Logonder and Ive Šubic) and elsewhere. He was also invited to present his work at the first U3 Triennial of Slovene contemporary art.

Initially, he worked in different materials (metal, wood, plaster, wax, stone), which he explored in different ways (silicone paintings - Light of Skin), whereas recently, he is focusing on stone, contrasting smooth surfaces with rustic matter and combining them with metal. Frlic finds inspiration in nature and in the tradition of his surroundings, drawing attention to any deviation from the preternatural state to deformations. He also sculpts humorous portraits in clay and plaster.
